florida. dorian is now forecast to hit the u.s. mainland as a category 3 hurricane on labor day. it's shifting west. why does that matter? it's heading for central florida, not just sideswiping the coast. governor ron desantos declaring a state of emergency in 26 counties. overnight dorian pounded the u.s. virgin islands with heavy rain. the first images show a good deal of debris. downed trees and damaged roofs with winds reaching 111 miles an hour. for puerto rico, a much needed near miss. fema was prepared with over 3,000 people in puerto rico and the u.s. virgin islands, territories that are still recovering from hurricanes maria and irma. >> right now in florida they're bracing for a direct hit. residents stocking up on water and other emergency supplies. long lines are forming at gas

stations. georgia emergency management also increasing the alert level as dorian approaches. let's get straight to our meteorologist pedram javaheri. what's up? >> the update just came in. still looking very much poised to become a major hurricane potentially as early as friday, going into saturday. now at this point the latest model suggests the storm system could be a category 2 by later on this afternoon or this evening. rapid intensification is a possibility. it's gone into a rapid intensification in the past 24 hours. it's now pushing in towards a stronger category 1 hurricane. the storms system has worked its way towards an area conducive of development. getting up to category 3 this weekend. portions of the western regions of the bahamas and beyond that you notice how the forecast cone fans out including portions of georgia all the way towards even

the southern tier of florida. the southern tier of this cone here has actually pushed the storm a little farther south so even the florida keys could be involved. if it takes that southern trajectory, this could be a strong storm between the gulf of mexico beyond the initial landfall into florida. the perspective shows you when you look four to five days out have significant variability in it. the american model brings it in in the overnight hours potentially monday, northern florida, southern georgia while the european model, which a lot of the forecast models have agreed with the european model, and historically that is the model to depend on. you notice this particular model brings a strong storm into portions of southern florida. that sort of trajectory or tract could enter the gulf of mexico which opens a can of worms for a

lot of folks across the gulf of mexico and gulf coast states. it has to do with the steering currents going into friday and saturday. this ridge sits in place, it's a weaker ridge as the american model suggests, it will guide it northbound into portions of georgia and the carolinas. while if it strengthens, it takes the system further south. all conditions are favorable for a major hurricane to develop, it's just the track of this major hurricane and which u.s. state it's going to impact is going to be something we follow all weekend. >> you bet. we'll check back in 30 minutes. pedram, thanks. joining us is captain joanne berniam, sector miami. pleasure to have you on there, captain. the track of dorian is unclear at this point. we know it's going to be a pretty intense storm. what kind of preparations are being made now. >> good morning, amara, good

morning dave. thanks ford opportunity to be here. we've had teams out over the last couple of days serving courts, marinas, other waterfront facilities to make sure that folks are ready. we're working closely with our dhs partners as well as other federal agencies, local, state and county partners as well as court stakeholders, business owners, court facilities on the waterways to make sure that we're taking steps to preserve waterfront activities as long as possible and cease the activities when it's no longer safe for them to occur. >> when do you want those activities to stop? and how prepared are florida's ports along the path of the storm? >> well, as you know, our ports and waterways are the life blood of the american economy so we take steps early and often to make sure we understand what's happening in the ports and folks here are ready. we're communicating continuously.

like you, we're monitoring the forecast and it will be well in advance of the storm's actual arrival so that we can make sure the folks who operate the facilities evacuate safely. we'll have large vessels depart court and then for smaller vessels who are required to stay in port, we're making sure to understand what they're doing to secure the vessels in heavy weather. we're talking to marinas and encouraging recreational vessel owners if at all possible to remove their vessels from the water and if their vessel is too large to remove, that they must remain in the water, to secure any vessel hazards and make sure they're using extra mooring lines to secure them. >> just lastly, how frustrating is it to you, every time there's a storm we see surfers taking advantage of the choppy waters that obviously aren't a regular

occurren occurrence. what is your message to those who like to get out in the waters as the storm approaches? >> amara, i would encourage everyone to stay out of the water during the passage of any tropical cyclone event. dorian in particular looks like it's going to be a major event, more dangerous than some. and while i can appreciate there may be some desire to seek a thrill and head into the water, you really are taking your life in your hands. particularly during the passage of the storm, my primary interest is preserving public safety and the safety of coast guardsmen. depending on the actual conditions we're experiencing, we may not have response access on hand during the passage of a storm if someone gets in trouble if they choose to head into the water. so my best -- my best advice is just stay out of the water until the storms have passed and clear. >> heed those warnings.

captain joanne berdian from the coast guard, appreciate your time. keep us up to date as the storm gets closer. thank you. now as dorian barrelled towards puerto rico, president trump displayed a stunning lack of empathy tweeting this, puerto rico is one of the most corrupt places on earth. their political system is broken and their politicians are either incompetent or corrupt. by the way, i'm the best thing that's ever happened to puerto rico. remember, nearly 3,000 puerto ricans were killed by hurricane maria. president trump continuing the tweet storm. that includes from the incompetent mayor of san juan. the mayor firing back at the president. >> my hope is that the president really keeps his mouth shut and lets the people that are doing the work do the work that needs to be done to save lives.

>> mayor cruz went on to tell cnn she's not going to concern herself with president trump's behavior nor his, quote, lack of understanding. children of some u.s. service members living abroad will no longer automatically become american citizens. a new trump administration policy appears to affect children of naturalized umpt s. cisicitsit -- u.s. citizens. about 100 children a year will be affected. many u.s. government employees and service members are temporarily assigned to posts overseas for extended periods and their children were previously considered to be living in and outside of the u.s. for the purpose of eventually gaining citizenship. lackluster fundraising coupled with a poor showing in the polls leaving senator kirsten gillibrand to drop out of the race. she ran as a champion for women but her message failed to catch on.

many protesters here. they got 1 million signatures. boris johnson's move is fundamentally undemocratic. he's effectively reducing the number of days parliament has to debate the idea of a no deal brexit which we're currently heading towards at the end of october leaving the european union without any sort of dealing in place, and it took everyone by surprise because boris johnson had dispatched a group of three counselors up to the queen's holiday home and asked her to agree to the suspension before it was even announced. so opposition leaders couldn't appeal to the queen effectively to say no to this. it's all going to happen. now we're in a situation where those opposition leaders are organizing an emergency debate in parliament to try to block the suspension, try to block a no deal. also a leading campaigner taking

you think about what has come of it in the last several days. tremendous sheer and dry air. a lot of islands it has had to skirt around. it's poised to become a category one, potentially category 2. beyond that, by tomorrow afternoon a major hurricane. so, again, it has really dodged quite a bit of obstacles, quite a bit of hurdles that could have weakened it significantly at this point in time. as you take a look at t all eyes really directed towards portions of the southeastern united states and it takes it anywhere as far north as southern georgia and the keys. a significant spread. people focus on the center of that track. that should not be the case. the only thing we know with high likelihood is the environmental conditions are very favorable for rapidly intensifying. the track is going to be the area that we fine tune over the weekend. you see some of the models we have to work with. the american model taking it well to the north potentially

bringing it into southern georgia. this particular one favoring it towards south florida and even as late as into monday. so it really shows you the nature of the speed and variability within that forecast. if it takes the southerly track and doesn't go straight into portions of georgia and eventually into the southeast, this could eventually become a gulf coast storm going into next week and impact those states by this time next week. so really going to be a storm system that is going to have a lot of people on edge here in a very busy holiday weekend. >> sure will. pedram, thank you very much. joining us on the phone, miami mayor, francis suarez. you've been through this drill before. all your residents have heard this before. what have you learned from recent storms, say irma, that tells you how to better prepare for this time? >> well, every storm is different. obviously hurricane an dpru 1992

was an incredibly intense wind event with wind speeds in excess of 200 miles an hour. it was creating a six to eight foot storm surge and parts of the city have been under water. one of the things we've done, i've been extremely aggressive as mayor, to make sure we can absorb the kind of water we saw during irma. what is being described is the variability as they approach florida. irma made a variety of different changes in terms of its intensity, in terms of its speed, in terms of where it actually hit in the last few days. so as was said, we are extremely concerned. we are urging our residents to be prepared and we as a city are already going through our pre-torm checklists to make sure all pump stations are working. we installed two pumps post irma

that pumped 50 gallons a minute. so once the storm passes, we urge our residents to call our 311 system so that we can go into recovery mode immediately. >> regarding that storm checklist you're talking about, mayor suarez, i remember during irma that mass exodus we saw from south florida ahead of the storm. it was pure chaos on i-95, interstate 75 and on the turnpike. what kind of plans are being drawn up if an evacuation is needed to avoid chaos so people who don't need to be on the road aren't on the road. >> with irma we had the largest evacuation in the history of south florida. it was 100,000 people that were out there evacuating. that's never happened before. one of the things about ma that was unique is it affected 50 of

the 64 counties of miami-dade which made the recovery much, much more difficult. the county is the one that orders the evacuations. i'm sure the county mayor has learned a lot from that probably making the evacuation call sooner rather than later. it's so difficult because you don't want to have hundreds of thousands of people evacuating if the storm ultimately hit some other part of the state or outside of the state. so it's not really a science as much as it is an art to make these decisions, but certainly the more time people have, the better. i think a lot of people do make plans to leave miami, whether it's by car or by plane, whenever there's a storm of this magnitude. >> irma in the news as you well know, mr. mayor, because four arrests were made from the 12 patients who died due to the

heat of hurricane irma. how can you ensure we do not see anything like that? >> yeah, that was incredibly tragic. thankfully none of that happened in the city of miami or miami-dade county. we took significant actions before the storm and ordered ice and water, which we distributed very liberally to our residents. affordable housing facilities - where there are extreme risks where there is electricity loss. we're working to make sure the most vulnerable in our community have the help they need. once the refrigerator goes out, you don't have food. we also ordered meals from delivery services that can provide meals to elderly citizens. it's all hands on deck. different governments collaborate together. we work together to make sure our citizens are safe.

>> just because, again, pedram was saying, there are a lot of people worrying. >> what is your message to your citizens? >> our message is it's clearly every time you have to prepare because as you just said, these hurricanes shift very fast. we've already seen this model shift two or three times since it began. we know that the intensification tract because there's no landfall between puerto rico and miami in terms of the track. there are models that show it directly hitting miami. we cannot take this for granted unfortunately. everyone should prepare for the worst. >> okay. mr. mayor, thanks so much for joining us. you do wonder, seven category 3 or greater storms have hit since
